Federal legislation requires that individuals with Limited English Proficiency (LEP) have meaningful access to programs, services, and information nationwide. Prohibits discrimination based on national origin. Any organization that receives federal funding — including hospitals, schools, social service agencies, and nonprofits — is required to provide meaningful access to individuals with Limited English Proficiency. Failure to provide language access may constitute unlawful discrimination.
Signed by President Clinton, this order requires all federal agencies and programs receiving federal financial assistance to develop and implement plans to ensure that LEP individuals have meaningful access to their services.
